Bulbasaur's Jump Rope Contest runs from April 19 at 5:00 a.m. to April 26 at 4:59 a.m. local time. Talk to Bulbasaur in front of the Pokémon Center to join, earn prizes based on your consecutive jumps, and team up with other players in multiplayer worlds or Cloud Islands. The event unlocks after the 'Yawn up a storm!' request in Withered Wasteland.

Answer correctly to get the Usokki Balloon, and report your challenge on the Pokémon Center computer after getting 3 correct. Event runs from April 1 (Wed) 5:00 to April 2 (Thu) 4:59, and it can happen in any town.
